The Politics of Farmland Preservation

An examination is made of four techniques of farmland preservation: (1) basing property tax on farm value rather than on market value, (2) establishment of agricultural districts which offer a variety of benefits (eg, farm-value assessment, limitation of governmental exercise of eminent domain, protection of farmlands from assessment for public improvements) to farmers who commit tracts of land of at least five hundred acres to farming for at least eight years, (3) public sector purchase of development rights, & (4) restrictive zoning. Each technique is discussed in terms of its success or failure in those states in which each has been implemented. M. Cain.
